College Help! Will I be able to get into any colleges with this Gpa?

I am a junior and I go to a well-known school with high api scores. I have a 2.9 gpa weighted, but that includes me failing 2 classes. I didnt pass algebra 2 twice but on my third try I passed and I got a D first semester in chemistry this year and I am going to remediate the whole year for an A. I really want to go to a Penn State College like Altoona, will I be able to get in or any other school with that on my transcript? When I remediate I will have a 3.0 + whatever I get senior year. I am also in 1 ap and 2 next year.
