How can I get webGL and what is an API?

I'm new to the concept of API's, so I'm not sure where I can get webGL. Is it already installed in newest browsers such as Firefox 4? I'm reading a tutorial on how to write webGL and it looks like it uses canvas just like HTML5, so I'm assuming my browser comes with the API.
