If you have a legal copy over Steam or CD, which is tied to Steam anyways, right-click the game on your library page, click properties. From there, click the ''local files'' tab. If you still cannot launch it, right-click the game and click ''delete local content''. This will uninstall the game. Then re-install. This should definitely fix your problem. If your game is torrent downloaded or any other kind of illegal copy, since the game is multiplayer based, nothing you can do.
